Apply classic sudoku rules. The clues outside the grid represents whether there is an Odd(O) or even(E) number of visible buildings from the corresponding direction. A taller building hide shorter buildings behind it. Buildings are represented by numbers in the cells and higher number hide lower number. In other words number represent height of the building.
